Effective climate adaptation requires an enabling environment that grants smallholder farmers the rights, resources and access they need to sustain and benefit from ecosystems, governments and markets in times of increased climatic stress. This includes removing existing financial, institutional and knowledge barriers to adaptation and strengthening the adaptive capacity of people and organizations. Support tools include social tools, research tools, crisis prevention, emergency response, mitigation tools and financial schemes which comprise a range of strategies to help smallholder farmers cope with climatic fluctuations.
